In order to confront the discourse and culture of hatred, discrimination and exclusion, and for the supremacy of the values ​​and culture of citizenship and tolerance
There is no precise legal definition of hate speech, but it is generally defined as: Various forms of public expression that spread, incite, promote, or justify hatred, discrimination, or hostility against a person or group, based on religion, ethnic origin, nationality, or color ancestry, gender, or other identification, and uses hate speech; In order to achieve political gains in public life through the dissemination of a hostile discourse directed against religious or ethnic components, immigrants, refugees, women, or what is called the other.
Hate speech contributes to the weakening and destruction of societies, sows fear, hatred and mistrust in their members, can lead to acts of violence and may help create conditions for the commission of genocide, and some speeches can spread the seeds of intolerance and anger, legitimizing acts of hate.
