Guide on Human Rights-Compliant Procurement Processes in Syria

SLDP is proud to present a guide, developed in partnership with Human Rights Watch, on human rights compliant procurement practices for UN humanitarian agencies in Syria. Our research revealed that despite requirements under international law and the UN’s own guidelines to ensure that procurement is consistent with human rights, UN agencies operating in Syria do not sufficiently incorporate human rights principles in their assessment of suppliers and partners. This exposes them to a significant reputational and actual risk of financing abusive actors and/or actors that operate in high-risk sectors without sufficient safeguards.
The guide sets out recommendations for how the UN can strengthen its procurement practices from a human rights perspective. It also includes an assessment tool to help UN agencies identify Syrian suppliers at risk of involvement in conflict-related human rights abuses.
