The new Strategic Framework Document provokes many reservations among Syrian civil society organizations, including concerns about adopting the Syrian government's rhetoric , an d ignores many other documents and reports issued by other UN agencies on Syria such as the Independent International Commission of Inquiry on the Syrian Arab Republic (COI) and the Office of the United Nations High Commissioner for Refugees UNHCR, as wel l as hundreds of reports issued by international NGOs and Syrian civil society organizations.
