ABOUT ICMC

The International Catholic Migration Commission (ICMC) is an international non-governmental organization, whose mission is to protect and serve uprooted people, including refugees, asylum seekers, internally displaced people, victims of human trafficking, and migrants - regardless of faith, race, ethnicity or nationality. In collaboration with governmental and non-governmental partners, and through a worldwide network of members, ICMC implements and advocates for right-based policies and sustainable solutions to address global migration challenges. ICMC’s operations are aimed to respond to the needs of vulnerable individuals and communities, and focus on protection, humanitarian assistance, resettlement, migration and development.

For four decades, ICMC has partnered with the U.S. Department of State, Bureau of Population, Refugees and Migration to conduct refugee resettlement. Currently ICMC operates under a cooperative agreement with the Department of State (DOS), as a Resettlement Support Centre (RSC) and under a contract with European Asylum Support Office (EASO) to prepare eligible refugee for resettlement to US and European Union Member States. As part of this service, we work with several thousands of refugees and their families each year and take them through each stage of processing that is required for resettlement to the U.S.A. ICMC also has a sub-office in Beirut, Lebanon.

SCOPE OF WORK

The RCO provides support to the Program Integrity Unit (PIU) and works closely with PIU Supervisor for ensuring that anti-fraud and malfeasance prevention measures, and internal information security management system (ISMS) requirements are implemented by staff and senior management. RCO also supports the PIU team in reviewing the operations and systems to identify any vulnerabilities and to develop mitigation strategies. The RCO position plays a key role in the recording and reporting of statistics and detailed information regarding program integrity and data protection.

RESPONSIBILITIES

Working as part of the PIU team for monitoring compliance with donor and ICMC HQ instructions and guidelines on program integrity.
Contributing to PIU’s role in developing and upholding an organizational culture on transparency, data privacy and fraud prevention for staff, refugees, and contractors through participation in internal audits, training design and delivery, Staff Fraud Risk Assessments, ISMS Panel meetings, Fraud & Ethics Committee meetings, and inter-departmental meetings.
Supporting the PIU Supervisor in the implementation of the fraud/malfeasance complaint mechanism, by acting as the Designated Complaints Officer after receiving Workplace Investigations Training.
Contributing to record keeping and reporting processes owned by the PIU, including ICMC’s Donation Policy.
Helping to ensure that sensitive personal refugee information, paper and electronic, is kept secure and access is limited to necessary personnel only.
Performing other duties and responsibilities assigned by the PIU Supervisor, and the Head of Program Integrity and Communications.
REQUIREMENTS

University degree in a related discipline (monitoring and evaluation, business administration, public administration, law, finance and banking, economics, NGO management, humanitarian work, social sciences etc.)
Excellent written and verbal communication skills in English and Turkish
Demonstrated ability of translating between English and Turkish verbally and in writing.
Excellent command of MS Office applications and other computer programs
Good understanding of concepts such as confidentiality, integrity, transparency, data privacy, compliance practices, and information security.
Experience in writing, adapting and implementing procedures and standards regarding the needs
Experience and knowledge on conducting risk analysis is a plus
Experience in conducting internal audits and preparing reports is a plus
Knowledge of ICMC’s anti-fraud measures and familiarity with program integrity and legal requirements is a plus
Experience in the field of NGOs dealing with migration and refugees is a plus
Conduct work with the highest level of personal and professional integrity. Must comply with and actively promote ICMC's zero tolerance policy with regard to sexual exploitation and abuse, harassment, abuse of power, fraud and corruption in all of its activities and responsibilities
