Welthungerhilfe's Head Office is in Bonn, Germany whilst the Syria Response is managed from our Country Office in Gaziantep. Welthungerhilfe was established in Turkey in 2013 specifically to help people who are affected by the Syria Crisis. Since then, the organisation has expanded its program scope and scale to make the greatest possible contribution to meeting humanitarian needs in Turkey and North West Syria. Welthungerhilfe has field offices in Azaz and Afrin, as well as Ankara, Istanbul, Hatay and Mardin. The Syria Response program includes food security, WASH services, Shelter and NFI services, protection, early recovery and livelihood.

The position is to be filled by Septmeber 1, 2022, with a contract duration until end of the project. Employment location will be Gaziantep, Turkey. The position is paid according to [[paygrade]].

 

Your responsibilities

Reporting directly to the Head of Project, the Project Officer (Protection) is responsible for the correct and efficient implementation of protection activities conducted by partner NGOs and Welthungerhilfe’s protection field staff via skype, phone, and email and through daily coordination.

 

The Project Officer (Protection) will mainly focus on the implementation of protection activities including but not limited to outreach, PSS and case management. This includes, developing IEC materials, organizing trainings for staff, reviewing and developing data collection tools for protection specific activities in collaboration with the MEAL unit. The Project Officer (Protection) will also work with different partners on capacity building to mainstream gender and protection into the project implementation cycle. He/she will ensure that agreed procedures are followed and accountability mechanisms are implemented by partner organizations to ensure high-quality programming and continually improve the support to cross border program provided by Welthungerhilfe.

 

Overall Roles:

Support WHH Protection Field Team and partner NGOs to ensure timely implementation protection activities and follow-up project achievements
Ensures coordination across multisector response is achieved with the support and supervision of Head of Project; support non-protection field teams to incorporate protection mainstreaming across project activities
Conduct weekly meetings with fields teams to monitor closely implementation and overall protection risks
Support with the process of project review, design of implementation plans to identify the beneficiaries and their needs.
Ensure overall implementation is inclusive and uses participatory approaches through community-based participation mechanisms
Ensures the participation in coordination forums and provides on the activities in Syria (cluster meetings, 4W matrix, and advocacy)
Contribute to technical capacity building in coordination with the Protection Coordinator
With the close support and supervision of Protection Coordinator, prepare and conduct training for WHH field staff and partner NGOs and prepare weekly schedule for regular coaching/mentoring on case discussions, thematic topics, and implementation of minimum standards and various SOPs (internal case management SOPs, community-based protection SOPs, external GBV and CP SOPs
Ensures that the external and internal referral pathway is known, applied and monitored through the inter-agency referral systems, integrated service mappings, etc.
Support WHH field team and partner NGOs in maintaining a safe and confidential record-keeping system and making sure referral of cases are confidential, safe and on time.
Support/help to prepare monthly/interim/final reports.
Ensure both WHH field team and implementing partners are reporting on time with accurate data and information
Support field teams and partners on their monthly planning, follow-up monthly plans and provide feedback
Work closely with the Head of Project and other Project Officers in the development of the concept notes, emergency preparedness and response plans.
Support to and engage in establishment/implementation of accountability mechanisms to ensure feedback and complaints are duly captured into program adaptations and improvement
Ensure that PSEA and complaint/feedback mechanism is known by field staff and disseminated to beneficiaries through community-based and participatory approaches.
Carry out periodic visits to A’zaz and Afrin areas to monitor activities and provides support to the field staff

Your profile

Required Qualifications:

Education: Bachelor’s degree, in Social Science, development studies or relevant technical field of study
Work Experience:
Minimum three years professional experience in a non-profit humanitarian organizations
Experience in protection programming in Syrian context
Demonstrated ability to work in partnership with other organizations
Experience in participating and representing organization in cluster meetings/working groups
Experience in accountability to affected population, protection mainstreaming and PSEA

Technical Skills:
Basic gender and protection concepts
Working with communication materials and knowledge products
Proven knowledge of computerized systems; high degree of computer literacy and word processing and Excel skills
Knowledge file management, transcription, and other administrative procedures.
Ability to work with minimum or no supervision with the ability to deliver tasks timely.
Experience working in insecure and remote locations and reporting to remotely located management
Ability to build a network and work in a team under pressure.
Experience in CVA for protection programing
Very good knowledge about geography and camps of the area of work.

Social Skills: Ability to build a network and work in a team under pressure.
Language Skills: English and Arabic (written & spoken) is essential for this position.
Familiarity with Local Context: Candidates who have work experience and knowledge of the local context in Northwest Syria.

Desired Skills:

Master’s degree, in development studies, gender studies, social science or relevant technical field of study
3 years of experience as a protection officer in a non-profit organization
2 years of experience in team management skills
Experience in conducting capacity building events related to protection concepts/principles for the field staff
2 years of experience in planning and implementing cross-border protection activities in North West Syria.
Arabic spoken and written skills are an asset.
