ABOUT ICMC

The International Catholic Migration Commission (ICMC) is an international non-governmental organization, whose mission is to protect and serve uprooted people, including refugees, asylum seekers, internally displaced people, victims of human trafficking, and migrants - regardless of faith, race, ethnicity or nationality. In collaboration with governmental and non-governmental partners, and through a worldwide network of members, ICMC implements and advocates for right-based policies and sustainable solutions to address global migration challenges. ICMC’s operations are aimed to respond to the needs of vulnerable individuals and communities, and focus on protection, humanitarian assistance, resettlement, migration and development.

For four decades, ICMC has partnered with the U.S. Department of State, Bureau of Population, Refugees and Migration to conduct refugee resettlement. Currently ICMC operates under a cooperative agreement with the Department of State (DOS), as a Resettlement Support Centre (RSC) and under a contract with European Asylum Support Office (EUAA) to prepare eligible refugee for resettlement to US and European Union Member States. As part of this service, we work with several thousands of refugees and their families each year and take them through each stage of processing that is required for resettlement to the U.S.A. ICMC also has a sub-office in Beirut, Lebanon.

SCOPE OF WORK

The Human Resources Specialist (HRS) will work under the supervision of the HR Supervisor and maintain close coordination with the other members of the HR Unit, Department of HR and Administration. The incumbent will deliver effective and efficient HR solutions and services for employees, both in Turkey and Lebanon. He/She will provide specialized knowledge and support implementing HR projects and tasks, as needed and under limited supervision. The incumbent will be primarily responsible to:

Conduct end-to-end recruitment process.
Maintain and implement onboarding procedures for new hires.
Assist with performance appraisals in line with applicable HR policies and procedures. Occasional travel in-country and abroad may be required.
RESPONSIBILITIES

Recruitment

Under the supervision of the HR Supervisor, conduct the end-to-end recruitment process, including: Support senior managers in Turkey and Lebanon to identify recruitment needs and priorities in line with operational developments.
In coordination with the recruiting manager(s) in Turkey and Lebanon, contribute to draft/review job descriptions and vacancy notices; approve job openings for postings; participate in interviews and maintain an orderly record of the interview process and recruitment procedures.
Ensure timely filling of positions across the programs (Turkey and Lebanon) in accordance with established policies and procedures.
Onboarding procedures and induction

In coordination with the Head of Department and the HR Supervisor, assist drafting/reviewing new employee’s on-boarding procedures, including welcome presentation, induction plan and other relevant documents for new hires in Turkeyand Lebanon.
Responsible to plan and conduct new employees’ induction and on-boarding procedures in Turkey.
Assist monitoring implementation of HR policies and procedures in Turkey and Lebanon and support the HRSupervisor to develop new policies as and when needed.
Address and refer new employees’ queries as appropriate.
Performance Appraisals

Assist managers and supervisors in developing departmental goals and objectives as part of the performance appraisal plan.
Provide guidance and counseling on performance management initiatives. Follow up on completion of staff performance reviews within the organization, provide support as needed and report the outcomes.
Ensure returns and filing of completed and countersigned appraisal forms.
Analyze the performance reviews to identify any common themes or issues that HR needs to focus in their workplan.
Provide general HR advice to management and staff in Turkey and Lebanon on a wide range of human resource management policies and procedures.
Support implementation of personnel policies and/or procedures. Coordinate HR projects (meetings, HR training programs, surveys etc.) and take minutes.
Provide support with the maintenance of personnel records, including attendance, overtime and leave records, as required.
Keep abreast of legal and regulatory environments (labor law related issues & legal compliance as well as Social Security) and share any new relevant information and/or changes with the HR Department Head and the HR Supervisor, as appropriate.
Prepare timely data required for reporting in the desired format and quality. In coordination with the Dept. of Cultural Orientation and Training, participate in the review of training needs of staff, and assist with staff training and development plans.
Provide support during audits. Confirm all required documents are in line with related regulations.
Maintain back-up functions and support in the absence of other HR Unit Members.
Provide specialist support to Lebanon HR personnel and ensure that close coordination is maintained across offices in relation to HR programs and developments.
Undertake other duties and responsibilities as assigned.
REQUIREMENTS

Bachelor’s Degree in Social Sciences, Human Resources Management or related field.
Minimum three years of work experience. Experience as an HR Generalist and/or HR Specialist is highly desirable.
Excellent written and verbal communication skills in Turkish and English is essential.
Knowledge of Arabic and /or Farsi is an advantage.
Solid knowledge of Labor Law, Social Security System and associations’ law and regulations is an advantage.
Excellent communication skills and good employee counselling skills.
Demonstrated competence in employee relations, performance management and human resource practices and related laws and regulations.
Experience in Quality Management, Data Protection or Information Security Management Systems is desirable.
Availability to travel (in-country and abroad).
