Position: Grants Officer

Location: Gaziantep, Turkey

Timeframe: Subject to funding

 

BACKGROUND:

Global Communities’ (GC) Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence. Specifically, OHA is commencing to respond directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery.

GC is a fully registered organization in Turkey and is currently building its humanitarian response professionals. GC intends to hire a full-time Grants Officer (SOW herein) to implement projects, while based in Gaziantep through humanitarian assistance programming.

 

RESPONSIBILITIES:

GC is seeking a Grants Officer based in Gaziantep.

The Grants Officer will ensure quality and timely management of sub-grant start-up, sub-grant implementation monitoring, and appropriate sub-grant close-out. The Grants Officer reports to the Grants Coordinator.

The Grants Officer is responsible for the following:

Participate in conducting the pre-award assessments (PAFR) of potential sub-grantees to establish their level of capacity.
Draft sub-grants documents, including but not limited to selection memos, negotiation memos, budget reviews, grant agreements, modifications, closeouts, and related correspondences.
Coordination with technical departments to ensure deliverables, milestones, reports etc. completed and approved by GC technical departments before the next payment to the sub-grantees.
Ensure Sub-grants Files maintained and updated in hard and soft copies in compliance with donor’s and contractual obligations.
Support in facilitating required audits to sub-grantees and follow-up on results, findings, and implementation of corrective actions.
Ensure timely and proper close-out of sub-grants.
Grants Finance and Compliance:
Review cash requests from sub-grantees to ensure the amounts requested are reasonable and in line with the sub-grant agreement terms of payment and the cash projections.
Review sub-grantees’ financial reports and supporting documents to verify sub-grantees’ compliance with their policies, donor regulations and the sub-grant agreement requirements.
Ensure all sub-grantees expenditures are allowable, allocable, and reasonable according to the approved budgets in sub-grant agreement (i.e., budgetary controls).
Report findings and recommendation to the Grants Coordinator and to the sub-grantees.
Prepare liquidation approvals, making sure all numbers are reconciled and aligned with the approved financial reports and the agreement terms.
Support in reviewing sub-grantees’ cost proposals, negotiate and analysis the cost for consistency and reasonability.
Support in reviewing budget modification requests and coordinate with program team to ensure changes align with program activities.
Maintain and update information in the Grants tracking tools for all financial transactions and share relevant information with concerned parties as appropriate.

Procurement:

Work closely with the GC technical departments to ensure Procurement Plan followed.
Review Partner Procurement Requests, according to detailed budget.
Review solicitation documents drafted by sub-grantees for direct procurements.
Reporting:
Compiling necessary data and drafting monthly, quarterly, and annual reports on sub-grantees activities.
Training and Capacity Building:
Give the appropriate recommendations to sub-grantees in areas that need correction or improvement in their systems and procedures.
Identify areas for building the capacity in partner organizations and work with GC team to help address these needs and improve areas of weakness.
Periodic review of Partners internal policies and procedures and propose the recommended improvements
Regularly visit the sub-grantees to conduct compliance reviews and provide mentorship, as necessary.
Train and guide the GC Program Staff and partners on grants implementation documentation requirements and general procedures and requirements.
Any other assignment by the supervisor

QUALIFICATIONS

EDUCATION AND TRAINING

A university degree in finance, public administration accounting or related field. Alternatively, a combination of experience and education working in this sector.

WORK EXPERIENCE

Required: A minimum of 3 years’ experience working with international NGOs or UN agencies and 1 year in grant/contracts administration domain.
Previous knowledge and experience in Syria

TECHNICAL SKILLS

Negotiation and problem-solving skills
Good interpersonal and communication skills
Excellent command of excel and other database applications
Computer/word processing and standard office software skills
In addition, must be flexible, willing to perform assigned and additional duties and work irregular hours under potentially hazardous conditions
LANGUAGES

Required: Fluency in written/spoken Arabic and Good command of written/spoken English
Turkish reading and writing skills are a plus
SUPERVISORY RESPONSIBILITIES – IF ASSIGNED

Supervise Grants Assistant and provide on job training
Prepare Performance Planning & Evaluation for the Grant Assistant
Prepare work plan and Objectives for the Grant Assistant
