Position: Engineering Officer

Location: Gaziantep / Turkey

Department: Program - Engineering

Report to: Sr. Engineering Manager

Global Communities is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

Global Communities provides humanitarian support to vulnerable households in Syria, including WASH, FS, Shelter, Protection and ERL programming.

Responsibilities:

The overal responsiblity of the Engineering Officer will be developing procedures for the implementation of the Infrastructure rehabilitation and Shelter programs in accordance with Global Communities’ principles and promoting cordial working relationships with partners, communities and other stakeholders. He/she will be required to supervise, monitor, and evaluate the engineering projects. This position requires very close coordination with the local partner organizations implementing the Shelter activities with Global Communities’ Northern Syria.

The Engineering Officer is responsible for the following:

Provide timely sectoral analysis, input, support, and collaboration to the Situation Analysis and prepare its periodic update for effective program planning, readjustment, and management.
Promote knowledge management effectively through the production of key Infrastructure rehabilitation, urban WASH and Shelter program documents and reports; and sharing good practices, lessons learned, knowledge and information.
Formulate, implement, and monitor work plans and activities implemented by local partners, ensuring alignment with defined program approaches and objectives, and maintaining a focus on gender/sex disaggregation of relevant indicators.
To supervise regular data collection through implementing partners and ensure quality of the data by random verifications and validations
In close coordination with the M&E team, plan and manage assessments, and analysis for results.
Ability to create databases for the collected data and analyzing it under the direct supervision of the direct manager.
Liaise closely with Engineering team and local partners to improve communication and quality of implementation.
Daily monitoring and reporting on project activities using project management and monitoring tools
Support the engineering manager by providing assistance to the team and partners in all aspects of project cycle management – design, implementation, Monitoring, Evaluation and Learning
Provide feedback to partners and program teams on projects’ performance based on monitoring data findings
Ensure quality and integrity of implementation, including adherence to technical guidelines, administrative systems, and established deadlines
Prepare agendas for meetings and prepare schedules and minutes.
Attend Coordination Clusters meetings, team and organizational meetings as required.
Report all protection and security related concerns.
Ensure compliance with relevant donor regulations.
Any other assignment by the supervisor.

Additional job responsibilities

Education and Training

Bachelor’s Degree in Civil Engineering or relevant. Six years of relevant experience may be considered as equivalent of bachelor’s degree; applicants can be qualified with either a bachelor's degree in a relevant field, or a combination of higher education and work experience as mentioned earlier.

Experience

Familiarity with the Shelter programs, and the issues of water and sanitation systems, municipal water, sanitation facilities, he infrastructure rehabilitation, and the construction works.
Minimum of 3 years’ work experience working directly for an NGO or relevant organization
Past work with local NGOs and/or international donor funded programs preferred. Experience working with IDPs, or other vulnerable population required, implementing Infrastructure rehabilitation project, and conducting training is preferred.

Technical skills

High analytical and reporting skills.
Team player with excellent planning skills
Ability to solve problems in the field with suppliers
Excellent command of excel and other database applications.
Must be computer-literate, particularly in programs such as AutoCAD, MS Office. Strong organizational and collaboration skills required, with the ability to work independently and be self-directed, as necessary.

Other Qualifications

Ability to work well in unstable and frequently changing security environments.
Willingness to work and live in often remote areas under basic conditions

Language skills

The applicants should have good written and verbal English and Arabic skills.
Turkish speaking/writing skills also highly desirable
