Bercaf held its first dialogue session on the constitution in Manbij, in the midst of an intense presence, mostly jurists, local community leaders, and local government officials. Therefore, the intellectual aspect of the constitution and the importance of local values ​​in the process of drafting constitutional principles have been taken as a focus. The sources of constitutional ideas, such as benefiting from international law, comparative experiences of countries, what is familiar, and our customs, had been seriously discussed. Concerns arose among those discussing the constitutional situation with the question of “what is useful and applicable in Syria,” and that not all of what was mentioned in the preambles of international constitutions is appropriate for the Syrian situation; The best constitution, according to the audience’s opinion, is the constitution that establishes the rule of law, and expresses the whole of Syria, and the comprehensive national formulation; The audience toured to talk about the "decentralization" of the state, the pluralistic democratic system, and the right of women; The issue of the Syrians' disappointments with the entire political process, including the constitutional process, was raised. It should be noted that the member of the Constitutional Committee, Dr. Samira Moubayed, participated in the audience and gave a briefing rich in information and ideas, and the discussion took an interactive and serious approach in its first session, and Bergaf promised to hold the second session within the next two weeks.
