Vision:
Baladna Organization seeks intellectual and cultural development that supports and advocates democracy, spreads a culture of human rights, consolidates the principles of the rule of law and pluralism in Syrian society, and empowers a generation that believes in difference, dialogue and peace to reach goals.
Mission:
Baladna works to activate all segments of society, especially youth and women, in the field of rule of law and democracy, and to work to spread the values of transparency and build the appropriate ground for the implementation of transitional justice.

A campaign named (The Country Is Ours)

 

The campaign began in April 2015 which aimed at specifying  the extent to which people  grasped communes law (local councils of the self-administration - local authority in the region),their knowledge of their rights and duties within the jurisdiction of the Communes, The campaign also targeted the members of the Communes themselves to know to which extent they know their laws under which they operate and the extent to which they carry out their duties and explain the concept of communes within their geographical framework.

The campaign also raised the awareness of the members of the Commune on the concepts of institutional work and how to plan strategically to monitor problems within neighborhoods and how to find realistic solutions to these problems within the possibilities through holding a workshop for members and management of the Commune.

On the other hand, the campaign aimed to explain the concept of transparency and how to protect the institution from corruption, which is one of the most threatening factors to the work of the institution and its integrity, and explained the concept of corruption to the members of the Commune, its types and forms and ways of monitoring and combating it through a workshop with the participation of the commune's members and management.

The staff also worked to consolidate and disseminate the concepts of democracy and the supremacy of law through several activities:

a workshop about democracy in 26-27/9/2016, which addressed the conditions for the success of the democratic system- the main components to build democracy – the nature of law supremacy and the connection between democracy and law supremacy.

Working Days on Democracy and the Supremacy of Law from the beginning of October 2016 until the end of November, the staff organized 6 working days in different areas and cities of AL-Hasakah province.

The organization has also worked to promote women's rights by addressing issues of law and Syrian social customs through several activities, including:

A session on women and their role in political leadership 4/6/2016.

A session on women and the nationality right in Syrian law. Women and inheritance between law and social customs 17/7/2016.

Displaying movies: Erin Brockovich 24/7/2016, The Iron Lady 26/11/2017.

A training and introductory session on the potential capacities of women and methods to let it out 14/8/2016.

A discussion session on the phenomenon of divorce (reasons, results, ways of reducing it) 21/8/2016.

 

Transitional justice: Baladna organization has devoted much work and time to the concept of transitional justice and has worked on it in more than one way starting from a series of discussion and introductory sessions and to training workshops about transitional justice, some of these activities are the following:

:  Discussion Session on Transitional Justice13/2/2017, which addressed-       

           What is transitional justice?

          The historical roots of transitional justice.   

          Transitional Justice Mechanisms.

          Challenges facing the implementation of transitional justice.

          Transitional justice and national reconciliation.

 

         -Training workshop on transitional justice 23-24-25/2/2017, which                           addressed the following topics: 

          History of transitional justice.

          The nature of mechanisms / judicial and non-judicial / and processes                           associated with implementation of transitional justice.

          Comprehensive strategies and political elements of transitional justice and                  those that are prior to transitional justice.

          How to achieve transitional justice and its requirements.

          Specification of the specialized court to punish the former regime.

          The jurisdiction of that court.

          The nature of the legal texts applied by that court.

          Who are the perpetrators?

          The goals of transitional justice in Syria in general, and after the current regime           in particular.

          Obstacles and challenges facing the implementation of transitional justice in               general, and in Syria in particular.

          The conditions necessary for the success of national reconciliation.

          The primary objectives that the Truth and Reconciliation Commission seeks to            accomplish.

          Some countries' experiences of transitional justice.

          One of the outcomes of this workshop was the establishment of a special                    workgroup on transitional justice that consists of a number of activists                          participating in the workshop, whose work and activities are related to the                    concept of transitional justice.

During its work (Baladna) also worked on the concepts and forms of governance systems and the most appropriate governance system in future Syria through activities, discussion forums, workshops and sessions, including: 

          -A seminar on federalism, with the participation of The Legal Office of the                 Kurdish National Council in Syria in 31/8/2016, which addressed the following             topics:

·         Federalism: the problem of a term or a political system?

·         Federalism and the foundations of application in Syria.

·         Federalism and alternative solution.

·         Federalism, is it the solution, and why?

         -Training workshop on "principles and fundamentals of the Constitution" held            on 22-21 January 2017 at the headquarter of Women Kurdish Union – Syria                which addressed:  

·         Governance system.

·         Secular and civil state                     

·         Form of state

·         Rights of national, religious and ethnic minorities in the Constitution.

A training workshop on the forms and systems of governance 8-9/4/2017 dealt with the following topics:

Types of state.

Simple State

Composite State

Governance systems (presidential, parliamentary, mixed).

*The difference between a civil and secular state

A discussion Forum about:

·         Regimes in future Syria.28/4/2017. The first seminar: The self-administration as a model. Presented by: Lawyer Abdul Salam Ahmed, member of the executive authority of the Movement for Democratic Society (TEV DEM), Legal Consultant for the Legislative Council of Al-Jazeera district.

·         Regimes in future Syria 15/5/2017. The second seminar: Federalism as a model. Presented by: Lawyer Radwan Seydou, Member of the Legal office of the Kurdish National Council, Member of the Management Board of the Kurdish Committee for Human Rights (observer).

The issues of civil peace and co-existence are also the core of the messages that

(Baladna) has been working on, and for that reason it held a campaign called "Wheat Ears Bundle" which worked on the following objectives:

- Supporting civil peace initiatives between people and groups.

- Educating the community and civil organizations about the concepts of civil peace.

- Creating a supportive audience of concepts that support civil peace, such as democracy and acceptance of the other.

- To produce accurate results of the fundamental threats to civil peace, the factors that cause differences and inequalities, ways to address them and to reduce its role in harming and threatening society.

 

- collecting a large number of evaluations for the activities of the campaign to determine the extent of the community's need for such campaigns and the degree of consistency and alignment with these campaigns to see the possibilities of repeating it again in different ways.

(Baladna) also worked on the subject of elections through introductory sessions on the nature of the elections, its conditions and standards, it also worked on holding workshops for the drafting of professional standards for election monitoring, in addition to participating in other campaigns to raise awareness about the elections, its nature and transparency. Among the activities carried out by (Baladna) are the following:

- Participated in the campaign named (what about the election) with a number of civil society organizations and sponsored by the Center of Civil Society and Democracy CCSD 2015.

A discussion meeting with the High Electoral Commission of the Democratic Self-administration17/9/2017.

A discussion session on the elections (its nature, standards, conditions) 15/10/2017. 

A discussion session on elections between international standards and local standards 26/10/2017 with the presence of High Electoral Commission Chairman.

 A Work Session on the formulation of the principles and fundamentals for writing election monitoring standards16/11/2017.

A workshop on the formulation of election monitoring standards, 2017, and its outputs are the formulation of election monitoring standards based on international standards and laws, and this was printed in a booklet and distributed.
