With the start of the revolution, there were many defections from the institutions that tyranny turned into personal institutions in which it was forbidden to express an opinion, and some institutions stopped working due to the retreat of the regime’s control over some areas, which created a vacuum that prompted several activists to try to build new institutions to preserve the Syrian state and prevent it from collapsing On the one hand and to differentiate from the institutions of the regime on the other hand, and among these institutions is the “General Commission for Sports and Youth”, which was initially born under the name “The Free Syrian Sports Federation, which started from the city of Aleppo and later began to expand in some Syrian governorates.”
Believing in teamwork, the founders invited all other sports entities to unite under one name, as preparations were made for a conference that no one attended, despite the postponement, as the authority only included the football team (Lebanon Gathering) and the Liberal Athletes Authority.

Which prompted some athletes in Aleppo to face this marginalization, so the first founding meeting was born in the eighth month (2013) with the participation of forty athletes and media figures who laid the basic core of the federation and the internal system, to join later about 300 athletes from the city of Deir Ez-Zor
